Rockport (Neutral territory)
Located outside of the North Cascades National Park complex, Rockport is a tiny town boasting little more than a few stores that carry the bare necessities. For tourists, it is often one of the last stops where they purchase food and forgotten camping supplies, but for werewolves the town holds greater meaning. It is historically neutral ground for the three nearby packs ( North, South, and Ross Lake). The three packs have, over the last several years, reached a comfortable working equilibrium that allows the packs to tolerate each other within their territories—to a point. As such, Rockport is less vital to continued pack cooperation, but nevertheless is still completely neutral territory, should the packs need to meet for whatever reason.
Recently, rumors have been skittering through the streets of Rockport regarding illegal agate and fossil hunters combing the North Cascades for treasures. With no solid proof, the residents have mostly ignored the rumors, but circumstantial evidence is mounting.
